Major issues with "Block newly installed apps"

Is anyone else having an issue where apps that are not newly installed (and are whitelisted) are being blocked as a newly installed apps? I'm at the point now where quite a few of the apps that I use on a regular basis are being blocked randomly and it's making my phone unusable. Is anyone having the same issue or knows how to fix it?
