How to prevent turning off VPN

hey, on the Android app is there a way to prevent shutting off the VPN/blocker? I have the uninstall prevention and password but these two are not enough. it's like all I have to do is enter my password and then it's back to unlocked. surely there's a way to lock the VPN at all times
